opinion/advise on purchasing a plot in revenue site

Hi,

Need your opinion/advise on purchasing a plot in revenue site near Singahalli, ( Adjacent to Aero Space, Hardware IT Park).

The developers bought 3 acres agricultural land and selling it by doing by plots. Please advise me how safe is buying such site. The details are as below --

1. This is a panchayat layout ( revenue site)
2. Approval is still awaited from concerned authority
3. Not even single registration happened so far, developers says as soon as they get approval registration will start.
4. Assuming they get approval , Is there any problem if buy plot in revenue sites? If yes, what are the issues it might be?
5. Finally, I want to get all the documents verified by a professional lawyers / legal advisors. Please let me know some good lawyers /legal advisors with their contact details. ( Any idea how much they usually charge for such service)

From what little I know, if the developer has to get approval from BDA\BIAPPA first he needs to get land converted from agricultural to residential purpose from DC. Only after that he can get approvals done. Until such conversions and approvals, all you can verify from a lawyer is if he has clear titles for the land. But until approvals done buying it is probably risky.
