Window grill painting costing

How does one calculate the cost (labor+materials) of
window grill rods painting ? (These rods are embedded in the window wooden frame,
4" apart)

Is it based on SFT ? Does one take only one side SFT or double it ?
What would be the typical rate for SFT ?
