Plot in Adityanagar

Hi,

My broker showed me a plot in Adityanagar which is a stone-throw away from BDA layout JP nagar , 8th phase. According to him, this area is DC converted, has BDA NOC, and all upto date tax receipts. The owner has applied for BBMP 'A' Khata and confidant of getting it in another week.
There are some drawbacks as the roads are not tarred, no Cauvery water and no sewage pipes laid yet. But they claim all these development would happen in another 6-12 months. The proposed rate/sqft is Rs. 2400. The locality looks calm and residential.

I would like to know these things:
a) Does anyone has knowledge of this area. How safe it is to buy a land very close to the BDA layouts. I also heard even the BDA layout near HM world has many litigation issues.
b) Is the rate too high in that aread
c) Should we go to any BBMP office ang get the details like BDA plan for 10 years, NOC, etc.
d) ANyother useful tips for buying.
