Registration Cost

I got the following formula from another site.
Registration filtered = (Total area of the flat in sq. ft. multiplied by Government Guideline Value + cost of car parking area) multiplied by 9.5.
I would like to know if this is correct and if correct , how much is the Government Guideline Value ?
What is the 9.5 % mentioned here ? Is it fixed ?

Is this Guideline value different for different areas of Bangalore?
If so , what would be that for Malleshpalya/Basava Nagar/Vignan Nagar area?
