urgent advice on oc and sanctioned plan

hi all,
i am planning to buy a resale flat on 4th floor(topmost) of ittina sarva 2(bommanahally). The owner has occupancy certificate issued by cmc bommanahally.but he maintains that there is no approved sanctioned plan available since the builder had lost it.my question is, will an occupancy certificate be valid enough to prove the building does not have violation?also how much will be the fine to be paid by an individual owner of 1000 sq ft flat has to pay to ratify such a property if proposed akrama- sakrama is in effect.

I have seen one of their project near Hoodi I think ittina akkala. which is very poor quality construction and many areas have water seapages.
Also they had many complaints from one of the project customers as the developer did not completed the project even after 2 years of completion date.
Later they all moved to Consumer court and also these incidents were brought to the public by TV9 News channel for 2-3 days. later Ittina properties
revealled they dont' have money to complete their project. Overall, Ittina has very bad reputation in its quality, transparency and delivery aspect.

Top floor units have some demerits like the roof needs good maintenance (waterproofing works), else over a period of time rainy seasons gives more pain.
Also you get more heat in summer which makes you to use Fan/AC most of the time and vice versa for winter season.

Merit wise, you get more ventilation and natural light.

in my opinion, just drop your plan. Review once again your decision.
