VAT & service tax on APartments

I booked a flat in Bangalore recently which is still under construction (initial stage)

My builder has quoted VAT + Service Tax on the total amount. VAT at 5.5 %, and Service tax at 4%. If service tax and VAT is applicable in the above case, please help me understand the formula for calculation formula for the same.

Could anyone let me know the % of VAT and ST according GOVT charges.

If I am paying VAT & service tax, should I collect a separate receipts for them .

I have seen builders charging VAT at 5% and ST at 2.58% on Basic+car park. Some builders are charging even on amenities also.
May be some lawyer can get us the accurate information on this.
