Roof concrete screed with waterproofing

Hi,
I have an independent building with 1300 sqft of roof area constructed in 2016. The roof muddy (screed) was not done properly at that time which led to multiple cracks, patches and wall dampness. There is no leakage through the mother slab. Now I want to remove the screed and redo the terrace. The options I'm considering is to do concrete screed again or to do roof tiling (clay). Either of the options should be implemented with good waterproofing solutions. There are two electric pipelines going through the current screed (not through the mother concrete) which has to be retained.

Experts, kindly suggest the optimal solution with rough estimate. I am looking at a reliable contractor towards e-city who can take the complete ownership and do this work.

Couple of options

You can go with earthen tiles.. they keep roof cool and absorb moisture too..cost about 15rs per tile per sft, 15 to 20rs for laying..plus cement, msand, labour and waterproofing liquid costs..

You can also go with anti skid parking tiles.. about 30 per sft avg

Or plain cement one, which will cost you much lesser ..
