Need inputs: SBC assumed 140 Kn/m2 but actually less

Hi forum members,
I am stuck at foundation level since weeks due to contractor issues. In the process of finding new one.
But, I am facing another set of challenges due to second opinion of other architect in this process.
My soil report says 140 Kn/m2 at 3 m, but structural engineer has assumed 140 kn/m2 at 2m and has given the drawings. I had not checked this.
Mine is g+1+ staircase room , but structural drawing shows it is designed for 4 floors.
Now, other architect is asking for me to go for reevaluation sine sbc assumed is wrong.
Also, he says if needed we need to dig again and increase footing size. looks scary for me.
We have 16 columns for 1600 sq ft area and each footing is 5*6.5 or 5.5*6.5 at 6'.
My soil report doesn't mention sbc at 2 m, but for nearby site which is 50m away soil report mentions it is 110 at 2m and 150 at 3m, somewhat comparable to my numbers.
Is it necessary to go for re check since i am not going for 4 floors?
Also, i am unable to contact structural engineer as the civil engineer who gave me this has acted as middleman and not ready to share structural engineer contact .
I am clueless to handle this situation.
Another issue is maximum span of columns is 5m in my home, so architect suggested to use only 16mm bars instead of 4 20mm + 4 16 mm bars given in drawings. Civil engineer who gave the drawings agreed for this.
But, now real problem is architect says steel should be reduced in beam correspondingly but civil engineer is not agreeing with this. I personally calculated the steel used. It is coming to 160 kg/m3 of concrete in columns but 180 kg/m3 of concrete in 5m span. Isn't that column steel should be greater than beam?
I am under fix now, pls help
