keep the whole ground floor vacant and used it for parking. There are
no side walls, just the pillars and floor tiles.
I am now thinking of putting the side walls (like in a garage) and construct
a 12'x12' room to one side. The ground floor will still be used for
parking as before.
To do this do I need to take some approvals ?

If it's built in 2013 , don't worry and go ahead.The only thing is if at all akrama sakrama is implemented, bbmp might collect charges for violations.That is big if. The thread poster (sholla) had mentioned that house was built in 2013 meaning it's already living house which had plan approval long back. I just reiterated it.
Anyways once akrama sakrama is implemented(if at all ) , Bbmp will check all houses for any violations and will collect fine as per violations.But when that scheme will get implemented is a big question mark. I have been hearing about that scheme since childhood. And there is also doubts on courts ever allowing such schemes.
So my recommendations was you can still go ahead with whatever changes without rubbing your neighbours(complaints to bbmp = unnecessary bribes ).

Another question along the same lines. I also started ronvating my 40 year old house last year. It was a two floor building. The renovations are extensions and redoing roof bcause it was leaking. Extension also offcourse within the premises. For instance one of our rooms on the ground floor was demolished and reconstructed. Earlier on top of this room it was an open space like a terrace. Now the terrace is being converted into a room. So this is what i mean by extensions. Do I need BBMP approval for this ?

There are two things,
1) Deviation from original plan submitted yet all within bbmp stipulated plan
2) Deviation from original plan along with deviations from bbmp stipulated by laws.
Only in case of 2, there will some small amount fines will be applied that too after akrama sakrama is implemented. But to be honest, I don't see it coming in next 10 years either.
