Complete plumbing system cleanout

Hi,

I have house(G+3) which was constructed in 2016 and lately my tenants are frequently compalining about the blockages in plumbing.
Now I'm planing to have the complete system rechecked/cleaned to make sure we don't have any issues , can anyone confirm if this can be done. If a plumber can completely recheck the plumbing in constructed house and clear any blocks.
