BESCOM - Temporary Connection Power Bill Payment Issue

I usually pays Temp connection power bill within 3 days of bill generation.
I make online payment through BESCOM R - APDRP Portal.
The online payment portal is provided by BESCOM for all consumers including Temp Power connection consumers.
This portal always shows due date as 15th day from the date of bill generation and as per the portal my payment due date is May 02 , 2017.
This month I forgot to make payment within 3 days and 4th day BESCOM staff has disconnected my Temp connection and taken the meter to BESCOM office.
I approached AE of Bescom sub-station and offered to make payment immediately.
I requested him for restoration of power connection.
I also informed him as per BESCOM portal due date is May 02 , 2017 and due date is not over.
But he refused to accept the payment and restore the connection stating that as per him, payment to be made within 3 days and he does not care for the due date posted in the BESCOM R - APDRP Portal.
He said I have to apply for Temp connection once again paying the deposits second time along with penalty.
Left with no other option , I registered complaint with " Customer Care "" of BESCOM dialing 1912.
First customer care informed me that , they will restore the connection by evening after talking to AE as due date mentioned in Portal is May 02 , 2017 . They said my bill is within due date and requested me to make the payment before May 02 , 2017 and promised that power will be restored by evening and they will send the people for re-connection.
They sent one Mr Kumar for restoration of power connection. However AE refused to restore the connection and instructed Mr Kumar to not to restore the connection. He stated that validity of the Temp connection is lapsed due to non payment and he said he is not bound by instruction of the " Customer Care " as Temp connection is not within the jurisdiction of "" Customer Care ".
After AE's refusal to comply with instruction of Customer Care , Mr Kumar went back without restoring the power stating that without AE's approval he cannot restore power connection. He suggested me to settle with AE !
After refusal from AE , customer care expressed their helplessness .
They started telling me that , they do not have power to force BESCOM to restore connection as AE is not agreeing .
I requested customer care to issue written instruction for restoration of power as AE has disconnected my connection with ulterior motive disregarding the due date mentioned in the BESCOM Portal itself.
I requested them to provide me with my complaint docket Number for further follow up.
I told them clearly that they should restore my connection as promised as due date is May 02 , 2017 and not April 21 , 2017 as informed by AE.
Than Customer care once again talked to AEE of C4 Substation and he agreed to look into the issue and restore connection on Monday.
So far " Customer Care "has not issued any written instruction and they are only talking orally.
However , I am still keeping my finger crossed , as all of us have very bad experience with this highly corrupt and notorious department.
If they do not restore my connection on Monday , I am thinking of contacting Lawyer to fight this corrupt organisation.
In the end it is sad to understand that " Customer Care "" is a mere call centre merely forwarding complaint to BESCOM.
Please note , all this problem is due to less than one day delay. In fact delay was only 10 Hours even if we go by AE's words.
If that is the case , than why BESCOM should have Customer Care centre wasting Tax payers money and fooling harassed consumers.
With this incident , I think we can consider BESCOM as one of the many worst Government departments.
If any body has better idea on this Temp power connection issue , request to share the same in this forum as it will be helpful to many of them .
