hi
i want to sanction and start a construction on my site of 3000 sq ft . i have got quote of 2.6 lc for sanctions . is this a fair amount for the area . i was told since the area is above 2400 sq ft it goes to higher authority of bbmp .

question 1) is this a good amount to pay or can it be done for cheap ? if so how
question 2) I have heard the local bbmp engineer from ward office may demand some money for smooth construction , assuming that they are capable of stalling the construction legally or illegally what would be a good amount to pay ?
question 3 ) what are the hidden bribes ? are there any touts and money extortion of some sort how to be immune of this during construction ?


assume that this is my first construction independently and i will be only taking professional advice from structural engineer and will be doing it on labor contract .

What a pity , people are not allowed to even construct a building on a plot(what ever the size) which they own and build using their own money. The people causing nightmare are those elected by us and officials who get salary from our tax.

How many kitchens you have in your plan? there is some strange logic n reasoning behind the number of kitchens in official plan.
Rate of sanction depends on constructed area, guidance value, kitchens.

1. ask for the split of 2.6 lacs since you would need 3 DD to be given to the authority and dont give complete cash.
You take the DD on your own and handover to the agent.
Most of the times, agents demand full cash to be given ; but never agree for the same.
2. check for the cost of sanction atleast with 2-3 agents. one would get a fair idea of market rates.

FYI, I paid 60k for DD ( which I got on my own from Bank n gave to agent ) and 23K as bribe for 2 floors with 2 kitchens.
23k included getting plan from BBMP approved engineer, paying taxes, getting all paper work done and then handing over the sanction plan.
Initally, I paid 60K ( DD ) and only rs. 5000 as advance.
The rest was given after sanction plan was handed over to me. So, the agent was always behind me to take the papers n give the cash.
Look for such type of agreement else you would land up in chasing them if you pay upfront !

It cost me 90k in 3 DDs, 20k bribe to get BBMP plan approval in Sept 2015. Single kitchen, G+2 floors.
I got it done through a familier agent.

Based on built up area, 1% cess goes to construction workers welfare board, then BBMP license fees around 1.5% - 2DDs
So, if the const. cost is 35L, approval cost would be around 85k.
i think it was increased recently. The broker was telling me if i applied 1 month before, i could save 30k !!

water/electrical/drinage connection charges will follow.. (needless to say along with bribe.)

so, the license fees are really quite high.
as said earlier, dont pay full bribe initially. pay half in begining. Pay remaining while collecting the approved plan.

if it is BDA approved layout the bribe would be less , I paid a bribe of 12 K went directly to BBMP office and made deal official there he in turn hired a civil engineer to get the drawing 2 kitchen and G + 2 floors . But remember take endorsement letter before road cutting only paying the road cutting charges will not do . I missed there I had pay bribe for road cutting , I had a tough time with BESCOM ended with bad guy even after paying money had roam around in office ,
Ensure that you plan for solar water heater as well , You will not get new meters with Solar water heater .

I had done sanction previously costed me around paid 2 DD's and a cheque
1. the commissioner bbmp a/c ADTP East zone
2. The commissioner bbmp a/c ADTP (cheque)
3. The secretary K.S.B & other C.W.W board bangalore

Total of about 1,10,115 rs plus bribe of 60 k.All was done thru agent of an engineer in the bbmp. This plan has expired since it was done in 2012.
Recently I got to speak to my ward engineer he said if you sanction again it will cost you around 2.4 lc since the price is gone up. The break up is as follows

Road cutting 18000
Ksb 641*167 =107047
Building plan sanction 44000
Bribes of 60000
Services of agent 10000
Total of 2.4 round figure

So bbmp engineer proposed that he would take care of all if I gave him half of that (bribe) instead he would continue on the expired sanction plan. his idea was that anyways you will bribe him so why just do away with one bribe and rest would be taken care off.
My question is would it be a good idea to just go pay one person. Or sanction and also pay the ward engineer.

Still hard to believe, when they sanction a plan accordingly to their (Bbmp) bylaws, why should site owners still have to pay them bribe ? It is happening, but I do not understand why is the need for them to take .

Hi Kumar Raja, Bribe is mainly for 'soft and timely approval'.
Without bribe, you may be able to get it done after 100 visits to AEE office.!!
one more reason i can think of : even though they are approving plan as per bylaws, no one will build exactly as per approved plan. So, the bribe is for 'not to interrupt much during construction'
Actually we will be forced to bribe again while taking the Occupancy certificate for violations etc.. Just accept it is part of life. Just be wise in getting the work done with least bribe ! :)

Getting bescom connection? And water connection?include Bribes separate if possible
