External Staircase cost and Shed

Hello members,

Is it a normal case to charge the external staircase equal to construction charge? our building will be G+1 house with 42 steps(21 each in 2 floors) .
The engineer is telling that calculation will be done on sqft wise.
I also heard some quote on steps basis ? Like X RS per step.
I am looking for flammed granite steps. Please let me know how much is right price per step ?

2. Even though I am giving material contract, Contractor is asking me to bear all the expenses for Temporary Shed ? Is it OK ?
