Approved Plan Vs working plan

My approved BBMP plan has stilt+3 floors, where as working plan has g+2. In the ground floor we are leaving 2 car parks. Will there be any problem when getting completion certificate/occupancy certificate?
How all these people get this completion certificate when they put 4 floors with a single car park in 30x40 and no fallback at all etc.?
