Difference over base price

General query:
If for something like a tiles if somebody quotes Rs 70 per sq.ft as the base price in a material contract, does this mean this 70 per sq.ft per tiles includes laying charges also in it from contractor side in addition to tiles or is it just the base price for tiles alone and the laying charges for tiles contractor has to absorb it outside of this ? What is the generally accepted understanding in these cases, can somebody familiar with general practice in such things let know.
