applicaiton for new BESCOM connection

My house construction is almost complete. We have temporary BESCOM connection. I want to apply for a new BESCOM connection.

1) How much does it cost for a new connection?
My house is about 900 sq.ft.
2) Is it compulsory to have solar water heater?
I propose to give it out for rent. So I dont intend to have a solar
3) How much time does it take to get a new connection?

4) Can we apply online?
