Structure strength for building a room on second floor.

Hi,
The house we live was built by my father which is 36 years old. It was built using mud between bricks and not cement on the ground floor. He has constructed a house on the first floor also.
Now, i want to construct a room on the second floor. But, one of the wall on the ground floor was built without foundation. The room i want to build needs one of the walls to be erected right on this wall on the ground floor. Therefore, i wanted to know whether i can construct a room on the second floor?
Please provide your valuable suggestions as to what needs to be done.
