5% violation, What does it cover?

My approved plan is for 1610 sqft. However, I would like to increase the dimension of a room from 11x11 (121sf) to 11x15(165sf) , about 43sqft increase.

So far all my construction is per approved plan. The change is in 1st floor which is yet to be constructed.

I would like to know whether the "5% violation" is applicable in my case? Further, what aspects are covered in the FAR? (eg: setbacks, balcony overhangs, FAR etc)

I am not going to pay any bribes, but am willing to pay any penalties. Any idea what will be the amount of penalties be, if any?

My understanding is 5% violation is for unintentional deviations. When the columns are erected, if it is deviated by 1 inch in a setback of 3 ft itself comes to 3%.
In my plan, I'm trying to have no violation, but I'm hoping to have less than 5% violation in the end.
