Plan approval from Gram Panchayat

Dear Members,

Need your opinion on this please!

I have a 30x40 site in Akshaya Nagar (Ramamurthy Nagar) and am planning to start construction. I approached a person for getting me Plan approval from BBMP and paid him lump sum (my site does not have 'A' khata). After few days he came back with a printed plan with a seal from K.R.Puram Gram Panchayat Office and dated October 2007. When I asked him why the plan is backdated to 2007, he said that Akshaya Nagar was once under Gram Panchayat, but effecting from the year 2008 it is under BBMP. Since BBMP is not issuing plan approvals for 'B' khata sites, he is saying this plan approval can be used. Later, I checked with my neighboring houses, and they are saying that they constructed their houses without any plan approvals (as BBMP is not issuing any).

I have the following questions:

1. Are the Gram Panchayat offices still functioning after areas are moved under BBMP control? If so, where is the office for K.R.Puram Taluk located?
2. Assuming this document is considered to be legitimate, how can I use a plan approval that is showing it was approved in October 2007 for construction in December 2012 onwards? (I am aware that plan approval is valid only for a period of 12/24 months)
3. Can this 'so called' Gram Panchayat plan approval be used for construction loan purposes? Will it be accepted by the banks?

Hi,
1.Since the area has already under bbmp ,sanction from panchayat has no value even it is dated back 2007.
2.Its just waste of money to get panchayat sanction ,since the validity of any sanction is max 2 years ( work should start with in 2 years)
3.Since bbmp is issuing neither A- khata nor sanction , constructing it these sites are on personal risk
4.Bank doesn't give loan on panchayat sanctions
5.Like all the others did, construct the house and wait for akrama and sakrama :)

Thanks Praveen,

As I mentioned, the plan was not originally approved in the year 2007, just got manipulated last week with the back date. Is this legally possible? And, any idea if such Gram Panchayat offices still exist in Bangalore, or this plan approval is a forged document?
