Electricity Single phase to 3 Phase, Bangalore

Hi all,
Our apartment is 10 years old near HAL AREA,Bangalore and recently we digged a new bore well which has 990 feet and the electrician advised to buy a 4 HP texmo motor which is immersible and will be sitting in a depth of 800 ft.
While installing noticed that our power connection is 1 phase and the motor installation needed 3 phase.
Kindly advice what are the procedure to convert 1 phase to 3 phase.
* How much money needed to pay to Electricity Board.
* How much time the whole procedure may take.Approximately
* Any alternate solution for this problem.

Any input in this is highly appreciated.
