Roof Muddy

Hi All
My contractor says Roof Muddy can be laid in 2 ways, 1. Laying roof concrete giving the slope on onside and once cured put the cement only mixed with water (Grout) making the slope towards one side 2. Laying the roof concrete without giving slope on any side , put the concrete (cement+jelly+Sand) then plaster with grout making sloppy smooth finish for flow of water . This can cause 3 inches of thickness above the concrete which is highly durable.
He says 1st one is followed everywhere ,but 2 one can be done if you can spend some extra cost as it cost additional labor of 25Rs Sq.ft + material extra..
Please do suggest whether any use of going for 2 option.
