Elementary question on plastering

I was under the impression that initial plumbing work (including groove
cutting) should be done before plastering. However, my engineer is
saying that it is better to do this after plastering. His reason is that
GI pipes should be used atleast for the concealed portions and after
plastering the inner 4.5" walls would have increased in thickness. This
would facilitate groove cutting for the GI pipes.And GI pipes are
best for the runs through the wall because then we will not
accidentally drill or cut through them.
Any comments ?
