Borewell (Go or no Go)

Hi All
I am planning to do bore drilling, but all the near/side plot which drilled have drilled around 1000 feet to get even 1 Inch water, and some them even failed at 1200 ft/few stopped at 650 getting .75 inches but got dried. I got opinion that my plot will be also of similar way as rock beneath/flow of water will same in particular area . Because of this everybody is getting only at 1000 ft. Some of of opinion that it is because of geologist/water diviner who correctly. haven;t spotted and some saying there is no point of drilling as it cost high with no assurance that you will get water/rather go for buying. Some saying it is owners luck. off course i agree but any good inputs that can help which i am looking for.
Please share your experience/thoughts on this as which opinion is reliable or any precautionary measure we should do apart from luck of owner to increase the success rate of getting more that 1.5 inches of water.
