Filling in sunken area

What should be used in the sunken area. Options suggested are
1) cinder(spelling?)
2) Brick bats
3) Aircon blocks
What are the +ves and -ves.
My contractors preference is in the reverse order due to reasons of water proofing characteristics of the material.
My preference is in the mentioned order due to cost.

Sunken slabs are preferred to be filled with cinder because of light weight and cheap.Aircon blocks will be very costly affair.Brick bats are ruled out unless you are left with lot of them in the site and contractor does it for free.
Water proofing has nothing to do with the material character .Since the pipes are laid at the bottom of these material how are these going to help in water proof.Any leak than happens in the sunken slab finally reach to the bottom slab .So water proofing is required for the bottom slab.Other important factor is that the filling need to be done with out any settlement gaps .

Thanks Praveen for your responses to mine and all other posts in this forum.
So many of us have distrust or lost faith on the construction industry in this
country. But with your posts it appears like there are still some people who
are not overridden with greed.
Can you believe it I would not have been able to get these replies from my
Mr 8%(architect) andMr 15%(contractor).

Do you have idea about cinder cost ? Do we get it from civil material dealers?
