concrete PCC 1:4:8 mix...how to check

While doing the footings for foundation, structural specification mentioned that the PCC bed should have 1:4:8 ratio mixture. I understood that this ration is by volume (not by weight).
we went for on-site mixing (in-situ)..not Ready mix (RMC)
the contractor used cement, sand and Jelly (coarse aggregate) in 1:4:6 by "volume" as the labourers use same size container to lift the three materials,
is that the normal practice to mix less Jelly?
When asked about it he mentioned that if we mix more Jelly, there could be "honey comb" formation. is that true?
