Yesterday a incident happened in our village. One of the villager had built 5 floors and hence had to put transformer and there was a fight for placement of transformer as everone wanted it in different place.

So casually I enquired about the parameters for transformer. So the engineer said the following things,

1) Transformer is mandatory only if built area crosses 5040 sq ft. Only half of parking area is considered for calculation.
2) Suppose your building height crosses 50 feet and yet built area is within 5000 sq ft, transformer won't be necessary. However you need to get clearance certificate for fire safety as thunder storms are likely to hit higher buildings and said it would cost around 35k inclusive of all charges.

However he said the following,
If you have built 4 floors, you can have terrace entry which will push your building height above 50 feet, but you should not build anything where you can stay or store something. You can build tank but should not have doors or space inside.

But if built area crosses 5000 sq ft , plan for a transformer within your building only. The guy had brought all sort of influence yet could not stop bescom. So anything above 5000 ft make sure you plan for transformer location inside your premise.

Rashmi it also depends on number of kitchens ( Living Units) what I heard from BESCOM guys above 4 living units ( they count using kitchens) transformer is needed. Also while calculating 5000 square feet they calculate each and every area that has a roofslab including balconies. If you have put garden lights etc that also gets counted.

Most contractors quote 1500. We have agreed for 1000 Rs per step where Slab area is present I.e in case of chain step inside house. For external area we are giving 1500 rs per step as we have U type stair case where slab area is replaced by staircase.

For chain step bar bending guy charges 300 rs and centring guy 300 -350. This apart labour for laying and plastering. It has lot of work though.

Also some important points to remember when we give labour contract

1) Unlike Material contract , we don't give advance to labour contractor. Even if given it should not be more than 5k.
2) we could not find labourl contract agreement anywhere. So we went with a written agreement specifying rates and things which are included and excluded.
3) Even in labour contract , it could be man day basis or chadra basis. Always go for chadra basis. If not labourers will simply waste a lot of time and you will end up in loss.
4) Most of the contractors do not agree for earth works.For our site of 30 x 40 dimension,.Earthworks total cost came up to 58k precisely. This after digging pillars up to 5 feet.
5) Centring , Bar bending , Gang men (Slab laying ) , Door and Window fitting are Contractor Responsibility.
6) Water sump if built in RCC has lot of work and cost a lot for Contractor. hence they always tend to push Brick Water sump to save cost. Avoid that trap. In fact avoid contractors who start with words like "I have built many houses etc etc "
7) Few contractors quote less chadra price , but will ask entire plot to be measured for calculation. Never ever agree to it especially if you are building 2 or more floors. The calculation always against you.
8) Parking place, compound wall, paraphet wall chadra price is generally 50%. We gave full price for parking, but included water sump in it. In fact I would always suggest people to go for that formula.
9) Most of engineer drawings comes with sunken slabs which has additional cost for centring. Always talk up-front with contractor and do mention that plan has strictly adhere to engineering drawings. Off course there will be some changes always, however it should be discussed.
10) The classic trap to which people fall is staring house with lower floors and ending up building more floors than planned. And believe me, this percentage is very high. Not only it messes plans but also everything goes for toss.
11) always do enquire on standard rates of centring , bar bending and gang men independently .
12) Bar bending standard rate is 25 rs per sq ft. It includes Lintel, Pillar and Slab work. The sq ft of slab only is calculated atleast in our case.
13) The pillar boxes, Sarve Mara, Saarve haha, water tubes and other equipments are all responsibility of contractor. Pillar box rental generally comes around 110 per pillar for 8 inch.
14) Centring makes or brakes the building. Do talk in beginning on quality of centring. it's not mandatory for us to go with centring and bar bending suggested by mestr if you know good one, go for it. That is clearly possible. Although contractors exagerate prices in front of us, but market rates are different though.
15) Always go with reference for labour contractor , especially the ones who labour contract only.
16) Do talk on things before hand like no of days you will leave curing for slabs. We had mentioned 15 days of curing. The contractors will try to push for 7 and 10 days do not agree for it .

17) Most of the mestri nowadays give least importance to curing and try to underplay it's importance. Do not fall for it . Curing is very much important. Always force for curing 3-4 times a day even when work is going..Curing during working days is contractor responsibility.
18) Since most of the constructions are pillar based, foundation is not as deep as it used be during olden days . Yet you can demand 5 course paya if you want it. The are trivial cost and should be done in his chadra price.
19) Other miscellaneous works like Mud settling works (dhimmi ) , anti termite spraying all are part of contractor work.

20) We pay to mestri only if he works. Many contractors just do the job of supervision. You need to talk to them up front on it..
21 ) The charges we are paying are
Mestri - 1600 only if he works
Gaare - 1150
Male Helper - 600
Female helper - 400
Centring and Bar bending - 25 Rs sq ft
Gang men - around the 10 k which increases with floor

I would like to add few more pointers to what RashmiL has added based on my present experience of construction -

22. If you are looking for construction on G+2 on a 30/40 or 60/40 site labour contract then suggest you visit as many ongoing constructions as possible. There are tonnes of construction going on in areas like visweshwariah layout, hsr layout, yelhanka etc. I visited nothing less than 20 ongoing constructions which were happening under architects supervision on 30/40 west facing duplex houses and finally zeroed in on one plan. If you do this trust me u dont need to waste money on architects as u can just copy lots of things from these visits. I am kind of copying one of the construction which was happening in Ullala area for which i understand the owner of that plot had paid 2.5 lakhs to the architect. So i took my structural engineer (i had hired only for supervision and drawings and structure drawing) to that site and made him look at it and told him to copy paste it to mine with some corrections and modifications. Its easier for them as well. Its better to hire a qualified civil engineer if you are constructing on labour contract and u have no idea on construction. I have already shared my civil engineer number on the other forums and topics.
