need advice regarding this work

Thanks for your replies, yes we had seen his finished building earlier and choose him, from day one I knew he's kind of playing blame game, but I thought if the work is done properly then it's ok, the column are made with a steel mesh of size 5/5' each, two pillars have same extended column, he filled 1.20" concrete for 9 columns using a gang machine, but no vibrator, I was there to see that and each pillar height is 8' and 12',
Ours is a filled up lake some 10 years ago and the way you guys experience speaks, we should have done a lot of things to make this foundation a very strong one, but we depended on him, he only got the foundation map and everything as its a full contract,
Now I'm in a fix, I'll surely consult a structural engineer to validate the work, but the problem is he's taken around 3lakhs from us as advance, he said he needed upfront this much.
Pls do give references for St. Engineers to consult,we are Also looking, tks again for ur feedback really appreciated.
