Road Cutting permission for sewage pipe

Hi Friends,

Need help from this forum.

35 years old sewage pipe for my house got blocked 3 weeks back, we called BWSSB guys they came with the lorry and cleared the block.

within one week the pipe got blocked again so we called plumber, he suggested the old sewage pipe is damaged better to install a new pipe, he also mentioned that rodents have dug holes in between the damaged pipe so its better to lay a new pipe instead of fixing the old pipe. For installing new pipe we need to get road cutting permission.

Please guide me for road cutting permission, or let me know if there is any alternative solution to fix this problem.
