Construction Cost and Permissions

Current Construction Cost in Bangalore North ?
Hi ,
I have 900 sqft House in 40*50 site area . Do I need to take permissions from BBMP etc authorities to constrict the First floor . As of now its only ground floor . It has pillars. The outer pillars are 8"*18''.

What will be the current construction cost per sqft with and with out material in North Bangalore? Any suggestions ?
I want to go for bricks and actual Sand (not m sand).
