Construction Cost for Commercial Bldng

Hi,
Does anyone one know what is the cost of construction of a commercial building as below:
1. Basement Car Parking
2. Basmement few shops
3. First floor - Shop
4. Second Floor - House

Please let me know what it takes to get approval of the same like...
1. Plan approval as partial commercial/residential
2. Electricity Charges?
3. BWSSB charges - Kauveri water is already there in the area.

Any suggestion of a builder/architect name who can handle all these things and is reliable would be greatly appreciated. I don't mind builder quoting his margin and taking the margin but who can give peace of mind.

Did this contractor work for your home or any other building.Please post details about him before you recommend .Since your posting looks like promotional.
