Anmol , panchayat has the authority to approve plans for G+2 and beyond that u need to take BMRDA(now local planning authority) so there is no issue in this item. In panchayat they will take money and approve anything so its not a big deal but with planning authority you need to follow protocol.
Further you cant have mistakenly left only 3 inches as you planned it and also would have been aware/supervised. I believe you have done a mistake so please get it corrected irrespective of its cost as there is no technology to move RCC columns.

Firstly, you have not given what is your plot size.
Meanwhile, I'm wondering, why did u left 3 inch space so generously ?.
very limited options available. Reaching a compromise with your neighbor with a hefty price,
or start reworking immediately.
Imagine the worst case of reaching the Court, if you can defend yourselves legally, go ahead.
Else, pay the price and start from the scratch again.

Hi Anmol,
Don't know how is your Floor Plan, Please share it if possible. If Outer 9/8 inch Wall is coming next to Neighbour House/compound then it is problem.
Workout on Ground floor Floor plan where you can able to leave 2 feet from the Compound wall keeping the Columns as it is (Discuss with your Neighbour Friend politely) and then can construct Outer wall. If possible workout on Parking space on that side.

Any issues with neighbor is better to sit,talk and solve across table . Re positioning columns or walls is possible .All you need is to sit with your architect and re work on the floor plan .Easy way to shift column position with out moving the existing footing is to use plinth beam with step column. There will be a cost impact when ever you rework once the work starts at site .
Also you didn't mention if your neighbor also left 1'6"? is there any building in his site or not ?
