cleaning cement from neighbours walls and floor

My house's plastering got over Yedterday. Now I would like to get my neghbours walls and floor cleaned which has lots of cement stains. Usual cleaning methods is not working for the cement stains particularly on the ceramic parking tiles. Please suggest the correct procedure.
