Dear Karthick,
As per approved plan i am constructing Stilt+3 floors. What do you say about OC requirement for my case?

Couple of days back, i just happen to speak to an BESCOM Assistant Engineer, Jayanagar. When i checked with him on the OC, he said.
- it is required if the building is above 3 floors
- large size construction

There is a change in the Rule. OC is mandatory for getting permanent BESCOM connection, only if the site dimension is 60X40 size & above & apartments/commercial complexes.

For lower size residential sites, rule has been relaxed. Hence, its not mandatory. This is as per the recently Newspaper info. Please check out with BBMP & BESCOM for more details.

Good news for those building houses on plots smaller than 40x60ft. The BBMP has said it's not mandatory for residential buildings being constructed on plots up to 2,400 sqft to have Occupancy Certificates (OCs) for getting electricity connections.
The BBMP had earlier asked Bescom not to sanction electricity connections for buildings which don't have OCs. The power utility is now seized of the BBMP's relaxation decision.

According to Section 10 of the Karnataka Municipal Corporations Act, 1972, one cannot move into a new building unless the developer secures an occupancy certificate from the BBMP or BDA. An OC is issued only if the structure adheres to the sanctioned plans.Civic agencies can impose penalties or ask residents living in apartments to vacate if the structures don't have OCs. However, there has been large scale violation of the OC norm, following the realty boom and due to unholy ties between the developers and officials. Following increased complaints on such violations, BBMP wrote to the Bescom, asking it to make OCs mandatory for buildings with a height of 50ft and above for getting electricity connection.

Subsequently, in a circular dated December 4, 2014, Bescom made OCs mandatory for buildings except for two-storey structures with occupancy area of up to 800sq metres, excluding parking space. However, the circular opened a can of worms as most residential buildings under construction began facing problems in getting power connections. These structures had to rely on temporary power connections that come with heavy tariff.

The issue figured at the BBMP Council meeting on February 28, following which the norm was relaxed for structures on smaller plots. BBMP commissioner M Lakshminarayana told TOI the relaxation applies to buildings under construction and proposed ones. “We are not touching properties that have already come up. They will be monitored by our staff for other violations,“ he added.

A senior Bescom official said they received a communication from the BBMP chief a few days ago.

BV Ganesh, corporator from Chamarajpet, said Bescom was demanding OCs from structures on plots as small as 20ft by 30ft. “Middle class people build houses on plots measuring up to 30X40ft. Around 15,000 buildings have been facing problems in getting power supply in the past few months. The relaxation can come in handy for owners of most of these structures,“ he added.

Good news.!! OC Requirement for getting BESCOM Connection is termed as illogical and scrapped by KERC.
Justified by saying Illegal Construction/building violation is not coming under the purview of BESCOM. It has
to be taken care by the respective sanctioning authorities.

but as per the bbmp rules OC is only mandatory for buildings with more than 5 units. Can someone throw light into this
