Many carpenters negotiate for Scaffolding for fixing windows and house owners typically agree in the early stages , later to realize the costs of scaffolding is very high and that to its not just one time, they may need it at two or three times depending on whether you are getting your windows polished or painted.

"Sir its matter of life , we cannot do it without it, Painters work is different and ours is different " is typical justification.

Carpenters can also do it safely, we just need to negotiate earlier. Carpenters device their own Carpenter bracket which protrudes and they hang it out of the window frame and with a safety harness and rope they can get down on to it quickly and manage all the activities like carving for hinges, window shutter \ Glass fitting . etc. Owners can invest on a good safety harness ,helmet and rope and still save money on scaffolding and insist on using them properly.

I think the safety harness(Rs 1200) should be mandated by owner for Plumbers , Painters and to all those construction labors who dangle.
