Starting house compound wall

I have a 40X60 BDA site. As of now do not intend to start construction immediately, however would like to put up a compound wall to avoid encroachment of small spaces. The neighboring site owner (also a vacant plot) person has put a barbed fence on stone pillars which clearly does not look in a straight line. The other side is constructed.
How do i go about doing this ? Do i have to get some permission from BDA and contact the adjacent site owner to move/align his fence properly and put up a compound wall ?
Any inputs will be very much appreciated.

Actually, if you neighbour has put rough length stones + barbwire, it should be OK if there is mistake in placement of those. At the time of putting compound wall, both of you have to work out the line correctly.

No BBMP approval or notification is needed for temporary fencing.

I would advise not to do a full compound wall right now. You might have to break it later for say JCB or borewell truck to come in .. or may be something else.
