Try to avoid the external staircase from 1st floor to 2nd floor as there is uncertainty to build 3rd rental house in 2nd floor. if built fine else you will loose space, additional overhead and renatal persons can access to terrace which might affect privacy.However Lift space can be retained for future purpose.

Congrats for your idea of building a new house. It is going to be an great experience.
My little and main observation is as per BDA setback rules you may not construct more than 1600 sqft per floor and more than 4200 sqft in total on a 40x60 plot if you strictly follow their setback rules.
Though it is common for people to deviate you may end up paying heavy bribe and not able to get your occupancy certificate for ever. Be cautions with rules and don't give opportunity for the official to take a ride on you.
Nevertheless I liked your idea of duplex unit with open terrace and etc.,
