Plan approval quote from agent

Friends,

Need your input on whether this is a decent quote or not from an agent.
40*60 Plot and close to 4000sqft duplex house construction he is asking for 40-50K to get BBMP approval.
Does this sound like a good dea or should I look around. He says it takes 4 weeks for approval.
15K Bribe
5K his fees
~25-30K DD for different BBMP fees.
