Plot conversion from Residential to Commercial.

Hello Friends,

We have a residential plot 40X60 that we want to convert into commerical. The road infront is 40ft and joins the 100 ft road. The plot is the 3rd one from the 100ft road. The 100ft road is towards the left from the plot. The buildings on the left/front/back are commercial expect for the one's on the right which are residential. Kindly let me know the following:

1. Procedure for conversion if possible.
2. What is the maximum number of floors that can be built incase of commercial and residential, including cellar/stilt.
