If civic amenities means Canteens or sometimes Concrete stage kind of place for doing flag hoisting and speech.'
In most of the BBMP / BDA parks a large chunk of land is converted to some 2 story rooms which serves as storage space
or remain locked for most parts of the year. In ST Bed layout there was a nice football ground but half of it was converted to an elevated concrete
platform in name of cultural activities and serves no purpose.
We are better off without them , Perhaps word civic amenities should be better defined.
