BMRDA-approval process

Hi Friends,

Need some information about BMRDA approval process. One layout got BMRDA approval in 2009.
But they have not done any development and not opened it for sale. Not even a single site is sold.

Now in 2012, they just started sale.
Now, i have the following queries,

1.BMRDA approval letter issued in 2009 says approval is valid for 2 years and the developer has to do the development work with in that. If he fails he has to get one Renewal letter from BMRDA. So, every 2 years he has to renew the BMRDA approval?

In general BMRDA will give any occupancy certificate kind of thing after the initial approval letter? Otherwise how they will get to know whether developer finished the work or not.

40% site will be with them, but the builder can sell the 60% released site. So for those who bought the 60% released site, BMRDA will give any occupancy certificate?
