Is it safe to buy plots at KPSC layout in Jakkur?

Hi,

I really need some guidance here from knowledgable members.

I am looking to buy a plot and recently came across a layout behind Jakkur lake near Kogilu village(adjuscent to Touche Golf school) called KPSC layout, which according to my agent is only 60% approved by BDA. I also found some news reports of irregularities in allocating the site to allotees.

So I am concerned why this layout although developed long back, is not 100% approved yet? Is it only because of lack of amenities provided by the developer? I also couldn't find the developer. I also found no constructed building in that layout although there is constructed building at nearby areas.

Is it safe to buy from 'any' owners having BBMP "A" khata? What step should I take to ensure that I am buying from a 'proper' allotee?

My plan is to build my home within next one year. If the layout is not 100% BDA approved, will there be problem for me to construct my home and getting necessary approvals although it is an "A" khata plot? Thank you.

Did you go ahead with buying a plot there?
What is the price they are quoting there?

AFAIK, it is not unusual to have only a part of layout being approved by BDA.
BDA gives 100% approval only when development is 100% complete.
