I am posting here a list of documents to be verified for non-BDA layouts
1. Registration documents - get certified copies from Sub-registrar office
a. Mother deed
b. Sale deed
c. Encumberance certificate for last 30 years matching the sale deed history with no mortgages
d. Last 30 years RTC (Pahani) document clearly showing ownership (http://www.bhoomi.karnataka.nic.in)
e. If it is a inherited property all the family members should sign at registration, place a newspaper ad for objection
f. Search for any court cases in the name of party - http://causelist.kar.nic.in/caseStatus_ ... strict.asp mandatorily get a endorsement from Assistant commissioner office that there are no court cases on the survey numbers used for the project
2. Approvals for layout formation
a. Bangalore Urban Deputy Commissioners approval for conversion of land use from agricultural to residential/commercial
b. If the area falls under BDA jurisdiction then BDA layout approval document is required Else layout should be approved by BMRDA or one of its sister organizations.
The layout approvals authorities are Corporation/BCC (areas in interior Bangalore), BDA (areas inside city limits, except corporation areas), BMRDA (areas upto 40-50 km around the city, except BDA areas), BIAPPA (areas near airport), Lake Development Authority or LDA (areas close to designated lakes), and respective village Panchayats (for areas far away from the city - basically those areas where BMRDA jurisdiction has not yet become applicable)
c. Layout should not appear in BDA unauthorized layouts list - http://www.bdabangalore.org/pdfs/bdauna ... nglish.pdf
d. BDA, BMRDA, KHB & KIADB NOC that they are not in the process of acquisition of the said land
3. Municipal taxes and dues verification - manual verification at respective BBMP ward revenue office
a. Non-conditional A Khata certificate in the name of the current owner as mentioned in sale deed
b. Khata extract clearly mentioning the title to the owner, dimension of the land, builtup area and the adjoining lands. This should match with schedule in latest sale deed.
c. Upto date betterment charges paid receipt
d. Tax paid receipts upto date
e. No objection letter for Khata bifurcation and transfer from BBMP ward revenue office
4. Compliance to municipal building byelaws for dimension, usage, height - BDA engineering / BBMP ward engineering office
a. Apartment plan sanction from BDA/BBMP engineering office

c. Commencement certificate from BDA office verifying the foundation - sample here http://bit.ly/vFecNq
d. Occupancy certificate from BDA office
e. Airports Authority of India NOC
5. Water and sewage verification - BWSSB, KSPCB

c. Verify if BWSSB has cauvery water pipeline in the area or plans to do it - BWSSB office, Jalbhavan, Bannerghatta road

What is a Mother Deed? From where can I obtain it? How much does it cost to obtain?

Mother deed is the deed which precedes the current sale deed. It is a transaction by which previous owner of the property acquired it. You should be able to get a certified copy from subregistar office. This deed may not exist if the property Is allotted for the first time to the current owner by BDA or the land owner has for the first time created and allotted the property.

You mean Mother Deed or Parent Deed or a Certified Copy are one and the same?

It should cost less than Rs.500, certified copy is a subregistar signed copy of the document in their storage.

For an Apartment also do we need to verify all these things ? also are there any other extra docs we need to verify for apartments ? what is an Occupancy Certificate for an Apartment.
