Identity Crisis-site:green or yellow belt? Villas nearby!

Dear Sir,
My brother and I purchased two sites from a Mr V.D.Chandru of Krishnarajapura Extension in August 2006. The sites are 'Site no 39' & 'Site no 22' carved out of Sy No 99, situated at DOMMASANDRA Village, BIDARAHALLI Hobli, Bangalore East Taluk, Bangalore.
According to the sale deed we have, the vendor Mr V D Chandru, is the sole and absolute owner of the property and the same is a portion of property purchased by a registered sale deed (No XXX of Book-1, Dated X-X-2005, and stored on CD KRID XXX) registered in office of the Sub-registrar, Krishnarajapura, Bangalore.
We still have not received our Khata for the land. This region was not included in the Akrama Sakrama list of Great Bengaluru. We were waiting for the right circumstances, conversions & developments in Dommasandra to begin construction in our plot.
While finding information on internet, I came across a few details as mentioned below, which added to my confusion.
The link below gives the list of BDA Authorized Layout. The list includes No 60 Redstone Trading Pvt Ltd & Chaitanya Project Pvt Ltd, & No 64 in Bidarahalli Hobli. Link:

Meanwhile, the link below gives info about all the Green Belt areas in Bangalore.

As per the information in the above link Dommasandra Village in Bidarahalli Hobli limits comes under Green Belt area.
1. Sky Lark, is claiming to have their land sanctioned by Sanctioning Authority : BBMP & BDA. Info in the link below

There was no development in the area till 2007. Around 2008, we started noticing villa projects coming around the area.
1. Sky Lark Mansions is now right behind the area where we have our plots. We are uncertain at this point of time as to their hold on the extent of property in that area.
2. Atheena Sai City also has the same address as Sy. No.98 & Sy. No.99, Dommasandra Village, Kaneseegehalli Panchayath, Bidarahalli Hobli, Bangalore
Being a novice in real estate, I do not know where to begin. My questions that needs some clarification and direction to proceed further are
What do I need to know about my Land?
How can BDA/BBMP Sanction Green Belt Land to construct Villas & Apartments?
Has Dommasandra Village, Bidarahalli Hobli been converted
How do we make sure that our land does not come under any encroachment & any dispute by other builders in the area?
Which office do we contact for further information regarding the property?
How do we go about strengthening our hold on our property?
How do we get Khata for this land?
How do we safeguard our interests?
Kindly advice on proceeding
