Special Power of Attorney - A question

Do anyone know about getting special power of attorney document.
The case goes like this
My brother who is in US mortgaged a properties in Karnataka and Andhra Pradesh. Since my brother is in US he cannot come here to release the property.
I heard from someone saying about "Special Power of Attorney" given to someone using which property can be released without my brother coming here.
Can any one suggest who will issue this "Special Power of Attorney", stamp papers required, authority in US to issue this, template for this document, what documents required etc
