BDA Reconvey Process - Urgent

Friends,

One of my friend's plot is having some issue. However, it has some history which I would like to put in high level.
Will specify specific details, but need help to resolve it. Till date he has paid BBMP tax charges as applicable.
But, he has not paid BBMP Betterment charges nor his previous owners.

1) This plot was acquired as an extension by CITB in BSK 3rd Stage - 1978
2) The original owner during the time of CITB has not paid BDA charges or reconvey charges etc
3) Most of the owners in his road have executed BDA reconvey process during 1980 to 1985
4) His plot is given the number by CITB during this time but no proof from CITB or BDA
5) Hence to correct this, he is going from pillar to post in BDA office
6) Filed a RTI, but none are co-operating
7) No response of RTI application from BDA even after 3months

Please suggest how to proceed on BDA Reconvey process.

Visited BDA office - Reconvey / Re-Allotment Section. Met the case worker for that area.
There seems to be a notification of Re-allotment of revenue sites in 1977-78 period.
And also got a copy of survey numbers for which Re-convey was notified.
After long discussion, the case worker said that no reconvey is necessary as this survey number does not come under the BDA notification.
Since, it still considered as revenue site earlier under CITB it should get regularize through Akrama-Sakrama Rule number 6.
In Addition to this, we should also pay BBMP Betterment Charges.
Seems like the Betterment Charges are stopped again.
If any of the member have information regarding above, please suggest. I can share any information if needed.
