sanction plan verification

hi all,
i came across a resale flat in murugeshpalaya.the flat is on 3rd floor(G+3) above stilt/parking.the sanctioned plan shows all these floors.the plot area is only 5000 sq feet.can i trust this plan?also please suggest how can i know the authenticity of the plan ,also where?is seeing the resident association copy is enough?are there cases of fraudulent sanctioned plans in Bangalore?
