MUDA approved layout inside Vijayanagar?

Hi
can anyone shed some light on this - what does it mean when someone says 'Manasa serene layout or MS Ramaiah layout is MUDA approved and inside Vijayanagar'.
Since Vijayanagar is a MUDA allotted layout by itself - this fact physically separates it from a MUDA 'approved' layout; correct?
Or does 'inside' mean 'by the side of'?
In this specific case, is MS Ramaiah layout an island inside V'nagar 4S2P?

MS Ramaiah layout comes just besides V'nagar 4S, so people say Vijayanagar 4th stage though it is just next to it.and they will have approval from MUDA for farming private layout.
