Charges for Plot purchase in Belavadi

I am looking to buy a residential plot in Belavadi near Mysore. I am looking for information on the various charges that will be have to paid by the buyer. This plot is between 21L to 45L. Could someone please point me a place to get the information. So far, I have
1. Stamp duty @ 3%
2. Registration charges @ 1%

Would GST apply for plot purchases and would there be any Panchayat charges? Any information on these would be greatly appreciated.
