I purchased a 2 BHK flat and am about to take a possession. As part of it when I wanted to take the 'occupancy certificate' before my move -in, but builder has made it abunduntly clear that he WILL not issue me a occupancy certificate. What rights do I have here and how do I get this certificate?

Let me try to clear some things here.

Occupancy Certificate is given for the whole building or in partial, but not for individual flats.
OC is issued by BBMP, not by the builder. The builder has to apply for it, to BBMP after building completion.
If the builder does not apply for it, for various reasons like deviation from sanctioned plans, avoiding expenditure, pure laziness etc., you as a flat owner can't do much except push the builder to go for it. Only the buider can apply for it.
