This is purely an academic question:
Once BDA issues absolute sale deed, can it cancel / revoke it after 10 years on the grounds that the applicant had falsified information in the application form?

Legally they can do that. But, that requires some strong appeal against the person owing the site. Some one will have to fall against the owner and then furnish all the evidences to prove the the owner supplied false information. Also, not only cancelling the site, they can put you in jail - intentionally misleading a govt agency/official for the gain.
However, I was told that if you don't construct a house required by the the sale deed in stipulated time they can't cancel it if you supply some valid reasons. They can however charge some penalty.
